No. There is zero public bus or train infrastructure reaching these remote areas. Standard urban taxis will refuse to navigate the treacherous unpaved mountain tracks.
Am I able to drive a standard rental sedan to the destination?
Only if you intend to park at the termination of the asphalt and hike several kilometers. The final gravel sections contain protruding rocks that will severely damage the undercarriage and oil pan of normal passenger vehicles.
